BDAC Should Support Policies that Reduce Barriers to Deploying Mobile Broadband
Washington, DC – April 20, 2017 – Today, in a letter to the Federal Communications Commission (FCC or Commission), more than a dozen small carrier members of Competitive Carriers Association (CCA) congratulated Chairman Ajit Pai and FCC staff on the first meeting of the Broadband Deployment Advisory Committee (BDAC). CCA’s small carrier members commend the FCC for its focus on accelerating the deployment of high-speed mobile broadband, especially in rural, unserved and underserved areas, and encouraged the BDAC to consider the needs and interests of competitive carriers serving these areas and reduce unnecessary infrastructure siting barriers for the benefit of consumers, industry and the economy.

Competitive carriers serve some of the most remote and hard-to-reach areas of the United States and provide the best opportunity to build-out these areas – many of which unfortunately are still unserved and underserved. Broadband siting reform plays an extremely important role in achieving this goal, and I strongly urge the BDAC to consider CCA’s siting policy objectives to help close the digital divide.”
“Specifically, the BDAC should reduce unnecessary siting delays; limit excessive right-of-way fees; reduce growing costs for historic and environmental review requirements; streamline siting on federal lands; and create a Model Code to provide certainty as carriers work with various state and local governments to upgrade and deploy broadband infrastructure. Adopting these actions will help reduce the barriers to deploying mobile broadband, and will have a big impact on bringing new and better connectivity – in addition to jobs and economic opportunities – to the areas that need it most.”
