CCA Thanks the FCC for Moving Forward to Adopt Rules for the 3.5 GHz Band

Washington, DC – October, 2 2018 – Today, the Federal Communications Commission (“FCC” or “Commission”) announced that at this month’s Open Meeting, it will consider an item to revise its existing rules governing Citizens Band Radio Services (“CBRS”), which will utilize spectrum between 3.55 to 3.70 GHz. While CCA looks forward to reviewing the Commission’s draft item in detail, we applaud the FCC’s good work to identify spectrum opportunities in the 3.5 GHz band and other mid-band opportunities. The Commission should adopt modified rules that promptly conclude the FCC’s rulemaking proceeding to ensure 3.5 GHz spectrum is expeditiously available to all stakeholders.

“I am glad that the FCC is taking another significant step to bring this item to a close and expedite the deployment of mid-band spectrum for the good of consumers and competitive carriers,” said CCA President & CEO Steven K. Berry. “All Americans, especially those in rural parts of the country, will have access to the 5G services they so desperately need if the FCC adopts smart policies to implement the 3.5 GHz spectrum regime.”

“Indeed, CCA has continuously advocated that the FCC adopt a regime for 3.5 GHz spectrum to inspire more investment in rural areas of the country, including by licensing Priority Access Licenses using Metropolitan Statistical Areas in the top 306 Cellular Market Areas (“CMAs”) and county-based geographic area licenses in the remaining 428 CMAs. Because mid-band spectrum like 3.5 GHz is critical to the business case for 5G, along with a robust portfolio of low-, and high-band spectrum resources, it is vital that the FCC adopt rules for the 3.5 GHz band that balance participants’ needs to be protected from technological interference with permitting participants of various sizes to compete for critical spectrum bands. Doing so will ensure all carriers can effectively deploy next-generation technologies and 5G service in rural and remote areas.”
