USDA Should Support Commercial Use of Spectrum and Mobile Broadband Network Deployment

Washington, DC – April 4, 2019 – Earlier this week, Competitive Carriers Association (“CCA”) filed comments with the United States Department of Agriculture (“USDA”) on ways to improve technology availability in rural areas.  CCA encouraged the USDA to facilitate more ubiquitous broadband deployment in rural America by supporting commercial use of spectrum, providing funds for broadband networks deployment, and streamlining infrastructure siting policies.

In a statement, CCA President & CEO Steven K. Berry said, “I thank the USDA for its efforts to better understand spectrum use and to help improve technology availability in rural areas.  Wireless connectivity holds great promise for rural America, including the significant benefits of precision agriculture, distance learning and telehealth capabilities, among others, and I encourage the USDA to ensure carriers have access to low-, mid-, and high-band spectrum to deploy their networks in these areas.  Allowing all carriers the opportunity to acquire a variety of spectrum bands will ensure networks can support next-generation technologies, including 5G services.”

“Additionally, the USDA should ensure carriers have access to funding for private sector broadband development in rural areas and a clear pathway to infrastructure deployment, including on federal lands.  Rural America must have the ability to harness the innovative, life-changing, and even life-saving, technologies that are rapidly coming to market.  Precision agriculture and telehealth services are prime examples of technologies enabled by wireless connectivity and are critical to the well-being of any consumer in rural America.  I strongly encourage the USDA to support commercial use of spectrum and mobile broadband network deployment across the entire country – whether urban, suburban, or rural.”
