NTCA–The Rural Broadband Association, Competitive Carriers Association, and USTelecom–The Broadband Association joined the Schools, Health, & Libraries Broadband Coalition, Benton Institute for Broadband & Society, National Digital Inclusion Alliance and Center for Media Justice in filing a petition for Supreme Court review of a decision by the U.S. Court of Appeals for the Fifth Circuit declaring unconstitutional the mechanism for contributions to the federal Universal Service Fund (USF). This petition for a writ of certiorari was filed following a similar request by the U.S. Department of Justice and the FCC for Supreme Court review of the Fifth Circuit’s decision. ### About NTCA–The Rural Broadband Association NTCA–The Rural Broadband Association is the premier association representing over 850 independent, community-based telecommunications companies that are leading innovative change in smart rural communities across America. Competitive Carriers Association President and CEO Tim Donovan made the following statement regarding the keynote presentation made by CCA Board Member Slayton Stewart at MWC-Las Vegas 2024 today: “I commend Slayton Stewart, CEO of Carolina West Wireless and long-time CCA Board Member, for highlighting the critical need for federal policies to preserve wireless service in rural areas. Federal programs, like the Universal Service Fund, are essential to maintaining services in areas where carriers like Carolina West Wireless face unique challenges due to difficult terrain, low population density, and limited revenue streams. As roaming revenues have decreased across the industry, many rural towers built with Universal Service Fund support are at risk of being decommissioned, cutting off vital connectivity for residents and compromising public safety. Support for operating expenses for existing wireless infrastructure is critical to ensuring rural communities remain connected, and this includes making sure the 5G Fund and other Universal Service Fund programs provide resources to preserve as well as expand wireless connectivity. CCA's rural and regional carriers are committed to serving these areas, but sustained government investment is crucial to bridging the digital divide and supporting economic development in rural America.” For more information about CCA and its policy priorities, please visit ccamobile.org . ### About Competitive Carriers Association Competitive Carriers Association (CCA) is the leading association for competitive communications service providers and stakeholders across the United States. Washington, D.C., – Competitive Carriers Association President and CEO Tim Donovan made the following statement: “CCA welcomes Echostar’s proposal to expand spectrum leasing opportunities to small and tribal competitive carriers in the United States. 600 MHz, 700 MHz, AWS, and CBRS spectrum are potentially attractive to many rural competitive carriers seeking to expand and upgrade their services. The prolonged lapse of FCC spectrum auction authority and the lack of a robust spectrum pipeline containing the types of spectrum needed most by rural and tribal carriers to serve their customers is a significant problem. New opportunities to facilitate leasing of such spectrum are a way to help bridge the gap.“ For more information about CCA and its policy priorities, please visit ccamobile.org . ### About Competitive Carriers Association Competitive Carriers Association (CCA) is the leading association for competitive communications service providers and stakeholders across the United States.
