Priorities

CCA Advocacy Priorities:

CCA policy priorities include all facets of the telecommunications industry, led by our members’ needs and an annual Advocacy Agenda. Some of these include, but are not limited to the following.

 SPECTRUM

CCA supports policies ensuring equitable access to spectrum resources needed to deploy networks. CCA advocates for increasing flexibility in existing bands when possible, and seeks additional spectrum resources for commercial use. CCA also supports efforts to facilitate, improve, and maximize public/private collaboration and interagency cooperation in federal spectrum management.

UNIVERSAL SERVICE FUND (USF)

Many CCA carrier members rely on the Universal Service Fund (USF) to deploy, maintain, and upgrade networks in hard-to-serve and high-cost areas that may not otherwise present a business case for deployment. CCA continues to prioritize a sufficient and predictable USF for services to rural America.

NETWORK SECURITY

CCA works to ensure that its members have the information and resources needed to protect their networks and customers, and advocates against onerous regulatory or reporting requirements for small and rural carriers where appropriate.

INFRASTRUCTURE

The capacity to build, upgrade, and maintain networks efficiently is crucial for connecting consumers and remaining competitive. CCA members often face unique environmental and geographic challenges that complicate infrastructure work. CCA advocates to facilitate the deployment of infrastructure for its members and to secure policies that spur and support deployment of services.

 NETWORK POLICIES

CCA members stretch resources as far as possible to innovate and deploy networks in challenging areas. CCA members often encounter unique needs, financial and resource constraints, and technical challenges in the communications service provider ecosystem. CCA advocates for competitive network policies to meet their needs. Importantly, transitioning to all-IP networks can help resolve several of these network policy issues. CCA also focuses on the cumulative regulatory burdens placed on carriers by policymakers and on advocacy to reduce those burdens.

 PUBLIC SAFETY

CCA advocates for reasonable regulations and technical solutions that do not jeopardize the security of carrier networks or unduly burden members.

DEVICES

CCA works to ensure that its members have acceptable access to devices and functionalities to stay competitive and meet consumer demand.
