FCC Should Refocus USF System to Support Both Fixed and Mobile Broadband Services

Yesterday, in comments filed with the Federal Communications Commission (“FCC” or “Commission”), Competitive Carriers Association (“CCA”) urged the Commission to refocus the Universal Service Fund (“USF”) system, particularly its high-cost programs, on measures that support both fixed and mobile broadband services.


In a statement, CCA President & CEO Steven K. Berry said, “I commend Congress for passing the Infrastructure Investment and Jobs Act, which provides an historic $42.45 billion available for investment in fixed broadband deployment, but we cannot fully close the digital divide without including mobile broadband. Mobile is the choice of consumers; it serves a unique connectivity role that fixed services cannot replace; and it must be part of the equation.”


“A recent CCA study determined that the current budget for the 5G Fund falls far short of the resources needed to support nationwide 5G. Fortunately, with billions of dollars in USF support for deploying services in high-cost areas already budgeted and available, the FCC can act immediately to revise the USF support model for 5G. The Commission has a unique opportunity to ensure all consumers, including those in rural areas, have access to 5G mobile broadband. Ubiquitous deployment of 5G is critical for the FCC to meet its universal service goals and successfully address Congress’ 5G expectations. Now is the time to act, and CCA looks forward to working with the FCC on this important initiative.”
